WTO backs US in chicken trade dispute with China

(AP) ? The World Trade Organization ruled in favor of the U.S. on Friday in a long-standing trade dispute over allegations China unfairly imposed anti-dumping tariffs that restricted American poultry exports.

The U.S. appeal to the WTO dates back to 2011 after China said that America had engaged in dumping and had imposed tariffs on imports of so-called "broiler products," which include most chicken products with the exception of live chickens. China said U.S. chicken producers benefited from subsidies and were exporting their goods at unfairly low prices.

Countries are allowed to impose punitive tariffs to offset both practices, but U.S. officials claimed China did not follow proper procedures when it imposed them in September 2010. The U.S. also said tens of thousands of jobs were affected ? China was one of the two top markets for U.S. chicken exports before the tariffs.

The ruling found that China breached its WTO obligations and recommended it comply with WTO rules. However it did not specify the actions China must take. China is entitled to a period of time to comply with the rules and can also appeal the ruling.

U.S. Trade Representative Michael Froman said the ruling was a victory that he hopes will discourage further violations that hurt American exporters.

"WTO members must use trade remedies strictly in accordance with their commitments," he said.

In a statement issued late Friday night, China's Ministry of Commerce said the panel report upheld some Chinese claims, and that Beijing will "seriously" evaluate the document and follow up in accordance with the procedures for settling disputes.

The chicken dispute is part of a larger set of strains in trade relations between the world's two largest economies.

The U.S. runs a larger trade deficit with China than with any other country in the world. The gap widened by 15.6 percent to $27.9 billion for the month of May alone ? the most recent figures available. That was more than half of the total U.S. trade deficit of $45 billion with the whole world for that month and close to an all-time monthly high set in November. So far this year, the U.S. deficit with China is running 3 percent higher than last year.

One of the biggest disputes with China is over its currency. The U.S. accuses Beijing of under-valuing the yuan to gain a trade advantage by making its exports cheaper to drive up domestic growth rates. U.S. officials are pressing China to let the yuan exchange rate float freely against the dollar and shift more to an economy based on domestic consumption instead of relying on exports.

They are also urging China to enforce intellectual property rights and roll back subsidies for Chinese state-owned enterprises.

Siva Yam, president of the U.S.-China Chamber of Commerce which primarily represents U.S. companies in China, said the WTO decision will not have much significance for the larger bilateral relationship and that it would continue to be fraught with trade disputes.

"I do not believe it will change the equation," he said. "U.S. and China relations will continue to be up and down. ... I think the relationship will become more tense in the future, but not only because of this."

He said the U.S. does not export much to China. But because China is one of the only markets in the world for chicken feet and internal chicken organs, it was seeking to gain leverage to counter U.S. dumping complaints against Beijing. He predicted China would now look for other levers to strike back against the U.S.

American Secretary of Agriculture Tom Vilsack said agricultural exports are a strong and growing component of U.S. exports. Farm exports in fiscal year 2012 reached $135.8 billion and supported 1 million American jobs, he said, adding that more than $23 billion worth of those agricultural products went to China alone.

"But China's prohibitive duties on broiler products were followed by a steep decline in exports to China - and now we look forward to seeing China's market for broiler products restored," Vilsack said in a statement.

Five Things You Should Know on Saturday's game at Philadelphia Union

The Chicago Fire will look for redemption for May?s back-to-back defeats at the hands of the Philadelphia Union when they close out the regular season series at PPL Park Saturday night (6:30pm CT on My50).

Five Things You Should Know About Tonight?s match?

Sean Johnson Back Between the Sticks

Fresh off winning the CONCACAF Gold Cup with the U.S. Men?s National Team, Fire starting goalkeeper Sean Johnson makes his return to the Men in Red Saturday night in Philadelphia.

Johnson?s return comes after understudy Paolo Tornaghi performed admirably, making two very key saves in last Saturday?s 1-1 draw away to Houston.

LISTEN: What did Sean Johnson do with his Gold Cup medal?

Despite going back to the bench, Tornaghi was complimentary of Johnson?s month away and said the experience gained as part of the regional championship team will help the duo?s competition going forward.

Bakary Soumare Returns to Philly

Though he didn?t play much for the Philadelphia Union, Fire defender Bakary Soumare makes his first return to PPL Park since his trade return to Chicago last May.

The Malian international made just four appearances in less than a season for Philadelphia, three of which came against the Fire. Before joining the Fire on May 24, Soumare played in the Union?s back-to-back 1-0 defeats of the Men in Red that month.

Do You Anangon??

On Thursday the club announced that new Designated Player Juan Luis Anangon??had officially been added to the Fire roster after receiving his P1 visa and international transfer certificate.

But since his arrival last week, Fire head coach Frank Klopas has said that despite his DP tag, the Ecuardorian forward would still have to earn his place on the field.

EDITORIAL: The Designated Player Question

So will he make his debut tonight? Anangon??had his first full week with the team this week but?is said to have experienced tightness in his hamstring?leading up to Saturday night?s game. We shall see.

Chris Rolfe meets Ante Razov

Should he appear in tonight?s game, Fire second all-time leading goal scorer Chris Rolfe will equal the all competitions appearance number of the club?s first all-time leading goal scorer Ante Razov at 196 games.

Having racked up 55 goals and 24 assists, Chris Rolfe has no doubt done well in his seven seasons with the Men in Red but tonight?s mark points to just how good Ante Razov was as a goal scorer for the Fire. The retired forward sits firmly in first place on the club?s goal scoring charts, a clear 40 goals ahead of Rolfe at 95 on the club?s all-time list.

Tonight?s Pre-Game Features?

As mentioned above, coverage for tonight?s game begins at 6:30pm CT on My50 with pre-game segments on Sean Johnson?s return to the Fire, Mike Magee talking his first MLS All-Star experience, interviews with Patrick Nyarko and Frank Klopas and former Fire forward Josh Wolff talking his memories from the 2000 U.S. Open Cup semifinal win over LA.

The iPhone Blog: Google Catalogs for iPad next to be closed down, turns a final page on August 15

Seems not a day goes by at the moment without news of another Google app shutting its doors, and today it's the turn of Catalogs. While the service shall live on, the iPad app will turn its final page on August 15 alongside the Android tablet application. Google Catalogs will be available to access still via the browser, so at least you shouldn't lose any of your stuff in the process.

Catalogs was perhaps one of Google's more niche iOS apps, but it certainly scratched a certain itch for some folks. Google's seemingly never-ending streamlining of their mobile apps has seen services such as Latitude, Local and Shopper all incorporated into other, more used Google apps. Catalogs perhaps was a step too far in that respect. As with all the apps Google has retired, there will be some disappointed users sad to see it go. Are you one of them?

Goldman blinks but no relief for Wall Street's commodity traders

By David Sheppard and Susan Thomas

NEW YORK/LONDON (Reuters) - Goldman Sachs' effort to diffuse intensifying pressure over its commodity business by throwing open its metal warehouse doors likely comes too late to head off further scrutiny of Wall Street's commodity trade.

Two weeks of escalating criticism of banks that own commodity assets and trade raw materials has shaken executives and the industry, with little sign of the pressure relenting. Britain's financial watchdog is considering its own investigation of metals warehouses, sources said, and two lawmakers questioned whether power regulators were tough enough.

Years of growing frustration over long waiting times and rising prices at metals warehouses across the world spilled into Washington this month, with lawmakers questioning why financial banks are so deeply involved in commercial activity and metal users including American brewer MillerCoors calling for a clamp-down.

In its first major effort to appease consumers, Goldman offered on Wednesday to immediately swap aluminium for any end-users holding metal at its Metro International warehouses, allowing them to avoid year-long waits and high premiums. It also refuted the notion that it was causing a shortage of metal, saying none of its customers had yet taken up the offer.

But the effort met with a sceptical response among some traders who said the bank had failed to address the big financial incentives paid by warehouses to attract metal into their facilities, which critics say have stoked prices.

They also took issue with the bank's decision to limit the offer to end-users, excluding the hedge funds and other traders who are believed to account for most of the stockpiled metal.

"It sounds to me like they're offering ice in the winter," said U.S. anti-trust lawyer Robert Bernstein, a partner at New York-based Eaton & Van Winkle LLP, who works on behalf of U.S. copper fabricators.

The move is the latest effort by Wall Street's biggest banks to fend off a barrage of criticism of their role in the raw materials supply chain, where they do everything from stockpiling metal for clients to shipping gasoline to New York.

Last week JPMorgan Chase & Co said it was getting out of the physical commodity business, quitting a sector it paid billions of dollars over five years to build.

But Goldman's Chief Operating Officer Gary Cohn defended the bank's role in commodities and J Aron, its commodities trading arm, calling it a "core" business.

"Commodity hedging is a core competence and one of the most important things we do in the firm and our clients really need us to be in that business," Cohn, who once ran J Aron, said on CNBC. "We are staying in the commodity hedging business."

It is unclear whether the measures will ease pressure from Washington, where a handful of lawmakers are pressing regulators including the Federal Reserve and the Commodity Futures Trading Commission (CFTC) to bring banks to account.

DOUBTS

Goldman's move will intensify scrutiny of other merchants and banks, including Glencore Xstrata and JPMorgan Chase & Co that have bought warehouses in the past three years, and also the London Metals Exchange itself, which is in the midst of its third effort to resolve the issue.

The lengthy waits to receive metal shipments are "a systemic problem which goes broader than Metro International," said American Beverage Association spokesman Christopher Gindlesperger.

In London, the Financial Conduct Authority (FCA) is weighing whether to launch a probe of the London Metal Exchange (LME) warehousing system, an about-face from the past few years when the agency said it did not have authority to delve beyond derivative markets into the physical trade.

In practice industrial clients needing metal sometimes have to queue for up to a year while warehouse companies - increasingly owned by banks or trading houses - benefit from rents they charge during the wait or traders focus on using metal in finance deals rather than providing it to clients.

One source at a competing warehousing company was critical of Goldman's offer: "If they had said we're going to deliver out faster, that would be a different story."

WHEN SEPTEMBER COMES

While the commotion over commodities trade has focused most intensely on the warehousing issue, lawmakers are also looking more broadly at whether banks should be allowed in the commercial business of crude oil cargoes and power plants.

While welcoming Goldman's effort as "great news", Democrat CFTC commissioner Bart Chilton said the "the larger issue of banks owning physical commodities, warehousing and delivery mechanisms" remained unresolved.

After two weeks of increasingly frenetic activity and vocal debate, many industry officials expect the din to subside during August, typically a slow month for the markets and also a five-week hiatus for legislators in Washington.

But it may again reach fever pitch in September, with Senator Sherrod Brown expected to call Federal Reserve and bank officials to another hearing of the powerful banking committee.

That month also marks the end of a five-year grace period granted to Goldman Sachs and Morgan Stanley to comply with commercial banking regulations after they gave up their independence at the height of the financial crisis.

While Goldman has already sold its power plants and trades little physical oil, Morgan Stanley faces an unknown outcome for its massive global oil business, its 49 percent share in oil tanker firm Heidmar and its cherished U.S. logistics and pipelines business TransMontaigne.

Although the banks say they should be allowed to trade and invest in commodity businesses more broadly than their rivals because of an exemption granted to investment banks in a 1999 law, it is unclear how much the Fed will allow.

The Fed announced earlier this month that it was "reviewing" the landmark 2003 decision that first allowed banks to trade physical commodities, a shock decision that raised the spectre of even deeper restrictions than banks had been bracing for. It is unclear when that review may conclude.

"The banks went a little bit too far with the Fed's authorization to get into the commercial side of commodities business and I think that the Senate is more than shocked about what they saw when they started investigating into this situation," said Richard Bove, a veteran banking analyst currently working as an equity research analyst for Garden City, New York-based Rafferty Capital Markets LLC.

"I doubt that any bank will have any, if you will, commercial commodities business in 12 to 18 months from now."

OPENING THE DOOR

Separately on Wednesday, two Democratic senators questioned whether a landmark $410 million settlement with JPMorgan earlier this week over alleged power market manipulation had included "adequate refunds to defrauded ratepayers."

The penalty is the second-largest ever by the Federal Energy Regulatory Commission (FERC), but is "equal to roughly 1.3 percent of JPMorgan's 2012 profits", Senators Elizabeth Warren and Edward Markey, both of Massachusetts, wrote to the FERC chairman. They also questioned why JPMorgan executives were not punished.

The crack-down is opening opportunities for less-restricted competitors, particularly foreign banks not overseen by the Fed, potentially leading to the biggest reshuffling of market power since the 1990s era of the "Wall Street refiners."

Brazil's Grupo BTG Pactual SA, the privately held bank run by billionaire Andr? Esteves, is forging ahead with a $300 million-plus expansion plan to create a global powerhouse.

Just months after hiring former Noble Group Chief Executive Ricardo Leiman to lead the drive, BTG has recruited nearly a dozen traders, managers and analysts in London, Geneva and New York to cover everything from freight to grains to natural gas, according to headhunters and a source familiar with the plans.

"From a regulatory perspective they may try to become like Macquarie, a representative of a foreign bank," said Peter Henry, senior consultant at Commodity Search Partners in New York. "There's an angle there."

Tacos Mexico's Chorizo Taco: One of Our 100 Favorite Dishes of 2013

No. 62: Chorizo taco from Tacos Mexico

Street vendors are an inextricable part of New York City food culture; the tradition of eating from a roadside stand, rooted in hot dog vendors and gyro carts, blossomed into today's trendy food truck boom. One of our favorite local street eats purveyors is the Tacos Mexico lonchera, a truck that parks nightly on West Fourth Street and Grove. Inside, meats sizzle on a flat top while the owners assemble burritos, quesadillas, and tortas. But the real stars, as the name suggests, are the tacos, which come piled with griddled meats. We're partial to the chorizo variety, a piquant chopped sausage that drools juice into its corn tortilla. It's topped with crisp iceberg lettuce, cilantro, and biting onions, and we always say yes to hot sauce and guacamole, the latter of which is really more like a refreshing avocado-tinged salsa.

Later this year, we'll pen our Best of New York issue, our annual love letter to what's great in this town. When that paper hits the streets, you'll find our picks for the very best this city has to offer when it comes to dozens of cuisines, restaurants, dishes, and drinks. Until then, you can get a taste of our contenders as we count down, in no particular order, our 100 favorite dishes from around the boroughs, a list of laudable eats worth tracking down right now.

Texas A&M DL Polo Manukainiu dies in car crash

11:29 a.m. CDT, July 30, 2013

Texas A&M officials said Tuesday that defensive lineman Polo Manukainiu died Monday in an automobile accident in Albuquerque, N.M.

Manukainiu was a 19-year-old redshirt freshman. Also killed in the crash were Gaius Vaenuku, an incoming member of the Utah football team, and Andrew Uhatafe. All three were from the town of Euless, Texas.

The driver of the vehicle and another passenger, whose names have not been released, were taken to the hospital with minor injuries.

New Mexico police say Manukainiu was a passenger in a 2002 Toyota Sequoia traveling southbound on U.S. 550. The vehicle drifted off of the road, the driver overcorrected, and the vehicle rolled several times.

Manukainiu and Uhatafe were ejected from the vehicle and died at the scene. Vaenuku was transported from the scene but was pronounced dead in the ambulance.

Officials say alcohol wasn't involved.

Community reacts to Pope's statement about gay community

The local community weighs in on what the Pope's recent statements about gays and women mean for the Catholic church.

After leaving Word Youth Day in Brazil, Pope Francis gave a statement about gays in the church. He told press on the flight from Brazil to Rome he would not judge priests for being gay.

"If a person is gay and accepts the Lord and has good will, who am I to judge them," Pope Francis said.

He also said women should still not be allowed to become priests, but their role within in the church should be more important.

Donna Red Wing, the executive director of One Iowa, an LGBT organization, found the pope's statement surprising.

"Pope Francis' statements on gay priests was astounding," Red Wing said. "He asked the question why he should judge and said that gay people should be included. This is a step forward for this denomination and certainly for the pope."

Terry Hernandez, the executive director of the Chrysalis Foundation, which focuses on women's needs, thinks it's not an improvement for women in the church.

"For women I think that was another step backwards," Hernandez said. "It seems to send another signal that women all over the world are not considered to be equal."

While the Pope said women should have greater roles in the church, Hernandez doesn't see it that way.

"So many of the issues that prevent women from becoming priests are in those antiquated beliefs about women being inferior," he said. "And that's clearly not the case."

While the Catholic Church's policy still states homosexuality is a sin, Red Wing sees his opinion as a turning point for the gay community.

"Maybe this is a door opening in the Catholic Church and one that will allow all God's children in," Red Wing said.

EXCLUSIVE: Twitter rape abuse victim left terrified by late night 'harassment' at her home

Caroline Criado-Perez faced a deluge of vile threats after successfully campaigning for Jane Austen's face to appear on British ?10 notes.

A man has now been arrested after Ms Criado-Perez faced "up to 50 threats of rape and death an hour", Scotland Yard has confirmed.

The shaken young writer, who was told sick Twitter users would hunt her down and rape her, was left terrified last night after she disturbed at her home.

Ms Criado-Perez said she was in bed after an "exhausting day" ? having suffered a fresh wave of abuse following the arrest of the 21-year-old male.

At around 10.30pm she said she "jumped out of her skin" when the door bell rang.

"My heart just went crazy and the adrenaline just shot into my body," she told express.co.uk.

"I had received loads of new abuse online, and my reaction last night made me realise how terrified and on edge I am."

Ms Criado-Perez said she was horrified to discover the late night caller was a "grossly insensitive" female journalist from a London newspaper.

"I was absolutely furious that a journalist could be so insensitive as to come to my house without having got permission, having gone through a website to find my address," she said.

"With everything that has been going on it was terrifying to think someone could track me down in that way."

Ms Criado-Perez said she will now be making a formal complaint to the Press Complaints Commission.

The campaigner said MP Stella Creasy will also be issuing a complaint on her behalf to the editor of the London newspaper, she added.

The Labour MP for Walthamstow has already voiced her support for the writer, branding what she has had to go through as "not only disgusting, but criminal."

Todat, Twitter has revealed it plans to include a button for reporting abuse within every tweet, amid the growing furore over the online threats.

A campaign in Ms Criado-Perez's support has already called on the site to introduce the button and received thousands of signatures as well as gathering support from MPs and celebrities.

Yvette Cooper, the shadow home secretary joined in the public outrage, demanding Twitter take action against the vile abuse.

In a letter to Tony Wang, the general manager of Twitter in the UK, she slammed the social media giant's response to the ?disgraceful, appalling and unacceptable? comments made about Ms Criado-Perez.

She wrote: ?Despite the scale and seriousness of these threats, the official response from Twitter continues to be extremely weak," she said.

?But social media platforms also have a responsibility for the platform they give users. And in particular they have a responsibility not to tolerate this kind of abuse, rape threats and potentially criminal behaviour.?

She added: ?The response by Twitter has clearly been inadequate and fails not only Caroline, but many more women and girls who have faced similar abuse on your social network.

Mr Wang said that the company takes online abuse seriously.

Afghan eyes Iran deal to boost trade to Europe, India

KABUL (Reuters) - Afghanistan hopes an agreement with Iran to use one of its ports will help boost exports to Europe and India and reduce its dependence on neighboring Pakistan's ports for trade.

Iran will allow land-locked Afghanistan to use the port to export goods like fruit and carpets to India and other countries, according to the spokesman for Afghanistan's Ministry of Commerce and Industries.

"We want to export to central Asia and Europe, India wants to use the port to send goods to Afghanistan," Wahidullah Ghazikhel told Reuters.

Afghanistan currently relies on the port of Karachi in Pakistan for the bulk of its sea exports.

But that leaves traders vulnerable to political disputes between the United States and Pakistan, which has closed its border with Afghanistan at least twice over recent years, cutting U.S. military supplies to Afghanistan, as well as routine trade.

"If the Pakistani government's relationship with the United States goes bad, this impacts our traders," Ghazikhel said.

In the most recent disruption on the Afghan-Pakistani border, private transport companies were banned from moving Afghan goods to Karachi, delaying containers for about three months.

Not only did the contents, including milk and eggs, spoil, but companies were also charged a total of $10 million for renting storage space for their delayed containers, he said.

"We are very interested in exporting to European countries and working on other ways (that avoid Pakistan's port)," the spokesman said.

Millions of dollars have been invested in companies that aim to export "premium" fruit such as pomegranate, prized by the health-conscious in Europe, Asia and the Middle East.

Afghanistan also exports many other types of fresh and dried fruit, saffron and carpets. But although it sees agriculture as a driving force in its economy, Afghanistan continues to rely on imports for most of its food.

Report: Texas Rangers could consider trading Joe Nathan

CLEVELAND ? As the Rangers try to get creative to find a bat and upgrade the team, they?ve had some internal brainstorming sessions that include trading the most efficient closer in MLB history: Joe Nathan.

According to a report from FOX Sports? Ken Rosenthal, the Rangers have discussed the idea as a way to leverage other contending teams for offensive help.

The idea would be that if a contending team was desperate enough for late-inning help, it might be willing to surrender offensive depth that would help the Rangers. The Rangers, who could have pitchers Colby Lewis, Matt Harrison and Neftali Feliz, coming back from the DL in the next month could have a surplus of relief pitching. Harrison or Lewis could push Alexi Ogando back to the bullpen and Feliz will return as a reliever.

According to the report, teams including the Los Angeles Dodgers, Detroit Tigers and Boston Red Sox would all be among those interested in late-inning relief. It is unlikely, however, the Rangers would consider moving Nathan to a fellow AL contender. The Dodgers, with five outfielders, could be a potential match if they were willing to give up somebody like Andre Ethier.
