Frontier Communications Deploys ETI's Triad in Frontier FiOS Markets

Successful conversion involving three different fiber technologies completed ahead of schedule

(ETI) (www.etisoftware.com) announced that Frontier Communications Corporation (NASDAQ: FTR) deployed ETI?s B/OSS solution, Triad, to support its fiber-to-the-home (FTTH) network in Frontier FiOS markets in Oregon, Washington, South Carolina and Fort Wayne, Indiana. Frontier, one of the nation?s largest communications service providers focused on rural America, serves nearly 4 million customers in 27 states.

?A cost-effective and on-time conversion of our Frontier FiOS customers to our legacy B/OSS systems was important for us and our customers,? said Jesse J. Ross, Manager, Information Technology for Frontier Communications. ?Due to the multiple devices involved, we needed a solution to simplify integration, improve the customer experience and facilitate the roll-out of new services and technologies ? and we needed it efficiently and fast,? he said. ?Early on, ETI proved Triad was the answer.?

Triad took control of Frontier?s FTTH platforms provided by Motorola (AXS Vision) and Alcatel (GPON) and Frontier?s Motorola (DAC) and SeaChange (VOD) RF video technologies. ?Over the last 15 years, we?ve amassed one of the richest inventories of OSS technology integrations available,? says Pete Pifer, ETI Software?s Chairman and CEO. ?This project stayed under budget and on time because of ETI?s pre-integration of all major technologies that deliver FTTH, data, video and voice services.?

Wonderputt for iPad - SimonSage

So you didn't get an iPhone 5. That's fine, you still have your trusty iPad, right? Well, this really great mini-putt game came out last week called Wonderputt. It crams a whole 18 holes onto the same single screen, but as you'll quickly discover the course's surreal landscape continually shifts in bizarre and imaginative new ways. The controls are dead simple. All you have to do is drag a line behind your ball, with the length determining strength, and your finger's relative position altering the angle. Players are scored in traditional golfy fashion, with par, birdies, eagles, and the whole shebang. Scores are shared to online leaderboards on Game Center, and meticulous stats are saved on your how many shots you take and how long you take. There are collectibles hidden throughout the course, which are sure to bring you back for more. The graphics are Retina-ready and extremely well-done, and the soft sountrack will make you continually feel like you're in outer space.

Overall, Wonderputt is a charming, sharp, otherworldly experience. Definitely try it out.

Tweetbot for iPhone - Chris Oldroyd

This week, my pick is one that has been chosen before but I want to make it this weeks pick as it has just has received a new update that makes it extra awesome. Yes, Tweetbot now supports the iPhone 5 and its larger 4-inch screen and this apps shows you why that extra screen real estate is so important.

Tweetbot is quite simply the most elegant and functional Twitter app available for iPhone in my opionion and it is a real pleasure to use it. It makes me smile each and every time I hear the well chosen sounds and use the screen switching gestures; it is so intuitive. Tweetbot handles multiple timelines, smart gestures, push notifications, mute filters and much more.

The Tweetbot developers were right on the ball with updating Tweetbot and had iOS 6 and iPhone 5 support built into the app the day before iOS 6 launched and well in advance of the iPhone 5 release. Looking at this awesome app on the iPhone 5 big screen is so much nicer now, that screen was made for apps like this.

If you use Twitter and want an app that works better than any other and also makes you happy using it, make sure you get Tweetbot. Its my most used and favourite app on my iPhone 5!

Jasmine - Bla1ze

With the release of iOS 6 we saw Apple and YouTube sever ties and take out the YouTube.app. Google has made their official YouTube app available for download but for those of you out there who don't really like that one, there is a new option out there. Jasmine is now available for download and it looks rather fabulous. It's minimalistic in looks and big on function. All the things you'd expect from YouTube are built in such as comments, favourites, playlists and more but you also get the added benefit themes and filtering for notorious spam channels and such. Overall, it's pretty awesome and way better than the Google version plus, it's ready for the iPhone 5. With Jasmine installed, I've now uninstalled the official Google YouTube app.

One of the first things I wanted to do once I had my beautiful new iPhone 5 in my hands was go on a hunt for the perfect wallpaper for my home screen. Most of the wallpaper apps out there don't yet offer support for the iPhone 5, but Retina Wallpapers & Backgrounds does! Retina Wallpapers & Backgrounds lets you sort wallpapers by category, download them to your Camera Roll, mark as favorites, and includes a lot of wallpapers for free. Reeder - Ally Kazmucha

Reeder for iPhone and iPad

Reeder has always been one of my favorite RSS apps whether I'm reading news on my iPhone or my iPad. Now that it's already ready for the iPhone 5, the experience is better than ever.

I love that I can see see more content when in portrait mode than before which means less scrolling. While there aren't any new changes to Reeder per say, it's still a great app and is even more enjoyable to use on the iPhone 5. Even if you have an older iPhone or an iPad, Reeder is a must have if you read a lot of news feeds from your iOS device.

Despite bump in Oklahoma unemployment rate, jobs report 'still a positive sign,' analyst says

Last month's rate was up from 4.9 percent in July and 4.7 percent in June. The rate was 6.3 percent in August 2011.

Even with the bump-up, economists say the monthly report was positive because the state saw gains in both its labor force and jobs.

"It's really not a bad report," said Lynn Gray, the OESC's chief economist.

Oklahoma's gain of 10,400 nonfarm jobs - growth of 0.7 percent - from July to August was tied for the largest percentage increase in the nation, according to the BLS. Hawaii and Missouri also posted 0.7 percent gains.

Compared to August 2011, the state's gain of 45,000 jobs - up 2.9 percent - was the second-highest percentage gain in the nation. It was preceded only by North Dakota's 6.7 percent gain, according to the BLS.

The results of a survey of businesses were a surprise, Gray said, noting that nonfarm job growth from month to month was higher than what the state has seen over the previous few months.

Employment gains were recorded in most industries, except for a few such as mining and manufacturing, which have been strong in recent months, Gray said. Mining lost 700 jobs over the month, while manufacturing was down 100 jobs.

Even a smaller household survey showed a 450-gain in total employment, which includes farm jobs and self-employed people.

The labor force, which includes people working and looking for work, also grew over the month by 3,220. Many of those re-entering the labor force have been unemployed for more than 12 months, Gray said.

The numbers indicate that people think their chances of gaining employment are better, Gray said.

Steve Agee, dean of Oklahoma City University's Meinders School of Business, echoed the view that the increase in labor-force participation is a positive sign.

"That means people are encouraged about the economy," he said. "They're re-entering the labor force, and they're looking for jobs, and they are getting hired.

"The rate of people entering the labor force is a little bit faster than the hiring, and thus the bump up in the unemployment rate. To me, it's still a positive sign for the Oklahoma economy."

Agee added, "I think that nationally, employers are still a little bit concerned about what's going to happen at the end of this year and the beginning of next year with this impending 'fiscal cliff' " in Washington.

"A lot of companies are sitting and waiting to see what happens, but in Oklahoma we continue to see growth. ... So we're still like this little island in a big storm, but it seems to be making good progress."

Nationwide, state unemployment rates were little changed during the month. Compared with August 2011, 42 states and the District of Columbia registered unemployment rate decreases, seven states had increases and one had no change.

Nevada continued to record the highest unemployment rate at 12.1 percent in August, while North Dakota again had the lowest at 3.0 percent.

For 1st time, gay marriage may win statewide vote

Updated at 1:45 p.m. ET -- After losing some 30 ballots on same-sex marriage across the country over the past decade, advocates of lesbian and gay couples are encouraged by polls showing they have a good chance of finally logging their first victory in a statewide popular vote.

Polls show majorities back?same-sex marriage in Maryland, Washington and Maine, and they indicate a tight battle in Minnesota ? the four states holding votes on the issue in November.


?We?re feeling positive. The reality is, we haven?t won a ballot measure on marriage yet,? said Sarah Warbelow, state legislative director for the Human Rights Campaign, an advocacy group for gay, lesbian, bisexual and transgender rights. ?I think it?s very reasonable and realistic to expect that we?ll win one or more of these ballot measures; certainly the polling suggests that all four are ? a possibility.?

Polling ahead of such ballots has not always accurately captured voters? sentiment: In California in 2008, the same-sex marriage camp had a majority, though the ban on gay and lesbian marriage ultimately prevailed. In North Carolina, polls had predicted a closer race in the May ballot on the constitutional amendment (a 16-point difference, according to Public Policy Polling at the time), but the anti-gay marriage camp won by more than 20 points.

?They?re doing what they?ve also done, taking their victory lap before their first victory,? said Brian Brown, president of the National Organization for Marriage, which on Thursday gave $250,000 to each of the four state campaigns opposed to same-sex marriage.

?The poll numbers that they?re interpreting as good for them are actually not good for them,? he said Friday, though noting that Washington could be tough for his side.

So far, the polls show support in the low-to-mid 50s for same-sex marriage:

-- In Maine, 53 percent said they will vote to back the initiative to institute gay marriage, compared to 44 percent who are opposed, according to Public Policy Polling (PPP), a firm that works for Democratic candidates and progressive causes. The mid-September poll was not paid for or authorized by any campaign or political organization. The margin of error was plus or minus 3.5 percent.

-- In Maryland, 54 percent said they?ll back the state law that was passed by the legislature earlier this year, compared to 40 percent who are opposed, according to Hart Research Associates, which conducted the July 24-28 poll for Marylanders for Marriage Equality. The margin of error was plus or minus 4.5 percent.

-- In Minnesota, the vote was a virtual tie, according to Public Policy Polling?s Sept. 10-11 poll, which had 48 percent supporting the amendment to ban gay marriage, 47 percent opposed and 5 percent undecided. The poll was not paid for or authorized by any campaign or political organization. The margin of error for the overall survey was? plus or minus 3.4 percent.

-- In Washington, 56 percent of voters think the law legalizing same-sex marriage should be upheld, while 38 percent think it should be overturned, and 6 percent are not sure, according to a Sept. 7-9 SurveyUSA poll for KING-5 News in Seattle. The margin of error was plus or minor 4.3 percent.

Though the numbers appear to bode well for the same-sex marriage camp, they shouldn?t count on victory, Public Policy Polling said in its analysis of its Maine survey.

?Our experience in polling gay marriage is that if people say they?re undecided it usually means they?re opposed to it,? said Dean Debnam, the firm?s president. ?Despite the 8 point lead for passage this should be seen as a very close race.?

Gregory B. Lewis, a professor at Georgia State University who has researched public opinion on gay rights for nearly two decades, believes the same-sex marriage side could prevail in Maine and Washington, with Maryland and Minnesota too close to call.

?Since 2004, we?re seeing a strong upward trend, about 2 percentage points a year -- more people are saying that they favor same-sex marriage than said so the year before? nationwide, said Lewis, who is chair of the Department of Public Management and Policy at Georgia State University.

Part of the uptick has been due to young people who support same-sex marriage hitting vote age, but primarily it has been a matter of voters changing their minds, he said.

Warbelow, of the HRC, said that even if people told pollsters one thing and voted another way, victory was within reach for her side.

?The polling is much higher than it?s ever been,? she said. ?We were not seeing these kinds of numbers in prior years.?

?We?re hoping for all four, but even one will really change the conversation in the United States,? she added.

Six states have same-sex marriage, led by Massachusetts in 2004, and followed by Connecticut, New York, Iowa, New Hampshire, Vermont plus the District of Columbia. A total of 38 states have either a state law or constitutional amendment banning same-sex marriage.

Pro-Romney Super PAC plowed through cash war chest in August

WASHINGTON (Reuters) - The "Super PAC" backing Republican presidential candidate Mitt Romney plowed through $21.2 million in August as its fundraising declined for the second month, raising questions about how much of an ad-buying force it will be for Romney in the final weeks before the November 6 election.

Financial disclosures filed on Thursday showed that Restore Our Future - the "super" political action committee whose attack ads on Romney's foes played a key role in boosting him to the Republican nomination - had just $6.3 million in cash at the end of last month.

The group's report to the Federal Election Commission said it raised $7 million in August - less than rival Priorities USA, a group supporting Democratic President Barack Obama.

Restore Our Future, which declined to comment, kicked up its spending in August to try to counter Obama's well-funded campaign, whose ads dominated the airwaves in many parts of the country last month.

Obama's campaign on Thursday reported spending some $83.2 million in August, when it raised $84.2 million.

Romney's campaign raised $66.1 million in August, but spent $61.2 million and could not dip into a large chunk of his cash because a provision in U.S. campaign law walled it off until after his official nomination at the Republican convention in Tampa in late August.

The law helps explain why Romney's team - despite no limits on contributions to its PAC and a healthy fundraising operation benefiting the Republican's campaign - wound up being stretched for cash at the end of August, and having to take out a $20 million loan to make it to the general election period.

The long-term impact of the dip in fundraising on Romney's overall effort is unclear.

Romney stands to benefit from other independent groups that can raise and spend unlimited amounts. They include American Crossroads and Crossroads GPS, a Super PAC and nonprofit co-founded by former George W. Bush aide Karl Rove, as well as Americans for Prosperity, which is funded by billionaire brothers Charles and David Koch.

Even so, the August totals - along with many of the independent Republican groups turning their focus to races for the U.S. Senate and House - could reflect some of the discontent that many conservatives feel toward Romney's campaign, which trails Obama's nationwide and in several of the politically divided "swing" states that will decide the election.

OBAMA'S TEAM STILL AHEAD

The academic Wesleyan Media Project last week found that 54 percent of pro-Romney or anti-Obama ads run between late April and early September came from independent groups.

Democratic groups, generally unable to match Republican groups' fundraising prowess this year, funded just 9 percent of ads benefiting Obama during that time.

The main pro-Obama Super PAC, Priorities USA, also spent heavily on the president's behalf in August, dishing out $9.5 million, which left it with $4.8 million in the bank.

But for the long-struggling Democratic group - Democrats generally disdain the unlimited fundraising of PACs - August marked its best fundraising month, with $10.1 million raised.

In the overall race for cash to keep voter turnout operations and advertising running through the election, Obama and his allies are still ahead.

The president and the Democratic Party have raised a total of just less than $740 million this campaign season, compared with roughly $630 million raised by Romney for his campaign and the Republican Party, according to news releases and disclosures.

PRO-ROMNEY GROUP'S TOTAL DROPS

In June the fundraising total for Restore Our Future, the pro-Romney PAC, raised $20.7 million, with $10 million of that coming from billionaire casino mogul Sheldon Adelson and his wife, Miriam.

In July, without any donations from the Adelsons, the group's fundraising total dipped to $7.4 million. The Adelsons also did not give in August.

Restore Our Future received two $1 million donations in August: one from Bob Parsons, billionaire founder of the web hosting giant Go Daddy; and from OdysseyRe Holdings Corp, a Stamford, Connecticut-based reinsurance firm owned by Toronto-based Fairfax Financial Holdings Ltd.

Corporations contributed just under half of Restore Our Future's cash last month.

Priorities USA got a $2 million gift from billionaire hedge fund manager James Simons and a total of $1.1 million from five different trade unions.

China says Japan ties anniversary ruined by island row

BEIJING (Reuters) - Next week's 40th anniversary of the normalization of diplomatic ties between China and Japan has been ruined by Japan's decision to buy a group of disputed islands in the East China Sea, the Chinese Foreign Ministry said on Friday.

A flare-up in a diplomatic row over the uninhabited islands, called Diaoyu in China and Senkaku in Japan, triggered mass protests in China and heightened maritime tension as Chinese boats approached waters claimed by Japan.

"Previously, all concerned in China and Japan hoped that through this (anniversary) they could further advance relations between China and Japan," ministry spokesman Hong Lei told a daily news briefing.

"But due to Japan's erroneous action of illegally buying the Diaoyu islands, many plans have been ruined, and currently many activities have been affected. The culpability lies entirely with Japan."

Japanese media have reported that the China-Japan Friendship Association will go ahead with a large-scale ceremony in Beijing next week to mark Japan's switching of diplomatic recognition from Taiwan to China four decades ago.

Sino-Japanese ties have long been plagued by China's bitter memories of Japan's military aggression in the 1930s and 1940s and present rivalry over resources. The islands are believed to be surrounded by energy-rich waters.

Japanese Prime Minister Yoshihiko Noda, who was comfortably re-elected ruling party leader and government chief on Friday, said Japan needed to act firmly but maintain calm in dealing with security challenges.

"Unfortunately there are concerns with regard to security and diplomatic issues. The important thing is to assert ourselves firmly from now on and make no concessions," Noda told ruling party lawmakers before the vote without specifically mentioning the islands.

"At the same time we will steer diplomatic policy calmly and with a comprehensive view, without provoking or responding to provocation."

There is much at stake economically.

China, the world's second-largest economy, and Japan, the third-largest, have total two-way trade of around $345 billion, and Japanese companies including Toyota Motor Corp and Panasonic Corp have invested billions of dollars in China.

The Marriage Amendment Bill (No. 2) 2012 and this issue are about a universal understanding of marriage, which is about love, commitment and relationships. That should be available to everybody, not just one set of couples. We really demean marriage when we use it in this way to discriminate and act prejudicially towards some members of our community. I was quite shocked to hear Senator Bishop from my home state of Western Australia this morning say in this chamber that he has not heard much talk about this in the community. He must be mixing with a different community to the one I mix with and the one I get emails from. If there is one issue that I have had an overwhelming number of emails about, it is this issue. This is important to Western Australians. This is important when you go out and talk to community groups. I have lost count of the number of rallies that have been held in Western Australia calling for marriage equality. I have heard countless stories of couples who have been discriminated against and felt discriminated against because they cannot marry and cannot have their loved ones, their parents and their children at their marriage.

When a similar debate was brought on under the former Howard government when it moved to disallow the ACT's Civil Unions Act, I asked a simple question at the time: show me how changing this institution has been undermined in any of the states around the world where common sense has prevailed and won over prejudice and discrimination, and where in fact they do have marriage equality? Of course, no-one has been able to that and that is because it does not undermine marriage; in fact, it strengthens the concept of marriage when everybody, if they choose to, is able to avail themselves of that institution.

That was in June 2006. Six years later, the same opponents of marriage equality still rely on the same smokescreen of unsupported, vague claims and still say that the institution of marriage will be threatened by changes to allow marriage equality. They are nonsense arguments. They are out of date and do not express community sentiment. I maintain that the institution of marriage will be strengthened when everybody is able to be married.

Support for marriage equality is at a high level of 64 per cent. Many church groups are in fact recognising marriage equality. Internationally, 12 countries now have marriage equality as do eight states in the USA. We are even seeing the leaders of other nations standing up and voicing their support for marriage equality. Other nations such as New Zealand, Scotland, France and Brazil are also taking action in this area.

When I spoke all those years ago on the debate at the time, I told a story with permission of Graham and Damian Douglas-Meyer, who said at the time that they want to demonstrate their commitment to each other in the same way as their siblings had demonstrated their commitment to their respective partners, that the symbolic and ceremonial aspects of their siblings' marriages were important to their families and that they felt strongly that they wanted the same.

They held a commitment ceremony in Perth in 2004 with all of their family and friends, and had the union blessed at the time by an Anglican priest. Even though this had no legal standing, to them and their families it was their wedding ceremony. However, they actually wanted the recognition of the wider community. They told me that all their siblings were married and had a state sanctioned contract to that effect. They could not do the same in Australia; however they could in Canada because at that time the country had recently changed its laws. So they travelled to Toronto in Canada and were legally married under Canadian law. Their marriage was registered on the central register of the province of Ontario in the exact same manner as heterosexual couples. There was no difference. On returning to Australia, the marriage was not recognised and that has severely depressed them since that date. They remain married because they were married in Canada.

In Belgium, the Netherlands, Spain and various states of the US couples are married because their jurisdictions recognise same-sex marriage.

In those other countries I mentioned, they may also soon be recognised. In the eyes of their families and their friends and, most importantly, in their hearts, they are married. However, in Australia they are not recognised as married. I told this story six years ago. I am very happy to report that Damian and Graham are still together and still enjoy a very loving, supportive, caring relationship?just the same as many of my heterosexual friends are married and enjoy that same relationship. The difference for my heterosexual friends is that their marriages are recognised. Graham and Damian's is not, yet their love is just as true and committed. Their support for each other is just as true and committed as that of my heterosexual married friends. Why are they being discriminated against?

Unfortunately, the MPs in both this place and the other place, I suspect, are not reflecting what the community wants and the support for marriage equality in the broader community. As I said, 64 per cent of people now support marriage equality. Unfortunately, I doubt that that is going to be reflected in this chamber. Relationships have evolved through the years and so should our legal definition of marriage. The ban on same-sex marriages sends out the message that same-sex relationships are second rate. It is used to justify discrimination against people. Discrimination on marriage sends young gay people the wrong message. It says that they are less valuable members of society and that they can hope in vain that their love can be celebrated formally in marriage. It is no wonder that gay young men and women have such a toll on the mental health. It is because as a society we are sending them a message saying they are not equal?that their relationships, their loving, caring partnerships, are not able to be celebrated like others.

Parents, family and friends are denied the joy of seeing their loved ones wed. Their children are denied the security and recognition that comes with marriage. Being able to celebrate your love for your partner in front of the people you care about and to have that love legally recognised by the state is a right that Australians expect?all Australians. Not just one section of our community but all Australians expect that. That right is being denied to same-sex couples. It is not good enough that in 2012 we are still denying people that right. Australians want marriage equality. They want people to be able to demonstrate their love and commitment to each other. This is an inevitable evolution of our laws. In the same way all laws evolve, so too must our marriage laws. Our community expects leadership from our members of parliament. Where is that leadership? It is not being shown.

I am really pleased to see that some states of Australia are starting to lead the way in modern democratic progress in our society. Our society does have changing values. They have evolved. We should be supporting changes to our marriage laws to recognise that evolution. I think that was demonstrated when Senator Sarah Hanson-Young's Marriage Equality Amendment Bill 2010 went to a Senate inquiry. There were 75,000 submissions recorded?the highest on record for a Senate inquiry, I believe. Surely that sends a clear message that marriage equality's time has arrived, that there is support in the community and that it is every Australian's right to choose to marry. But it is not if you are gay.

Don't worry about it if you are gay. You cannot expect that same recognition under the law.

We demean the institution of marriage by allowing it to be used as a tool of discrimination and prejudice. It demeans the very meaning of marriage to do that, because that is saying: 'Your love is not valued. Your commitment to each other is not valued. It is not as real as heterosexual couples.' It is saying that you should not have children and you should not be able to bring up children. What a load of nonsense. I cannot believe that in 2012 we are still hearing those demeaning arguments.

I have many friends are in same-sex couples who are raising children and who have raised children. I have met the most amazing young people who have been raised in same-sex relationships. They are gorgeous, loving, generous, good-natured human beings. I really get upset when I hear people imply that same-sex couples cannot and should not be raising children. That demeans the relationships of families. Apparently they are not families. Apparently, they should not be included in the definition of families. Is that what people are trying to say? That is outrageous.

The Greens have brought bills into this place around marriage equality four times, I think, now. Each time, unfortunately, we have not seen the support for same-sex couples and marriage equality that is in our community reflected in this place. It is time that we moved on. It is time that we had marriage equality in this country so that every member of our community feels valued in their relationships and have their relationships recognised under the law.

While I hope this bill gets through, I suspect the numbers are agin us. But we will not stop to bring marriage equality to this country. It is time that this place supported what the community wants: marriage equality. It has said it time and time again. Nobody is going to stop fighting for marriage equality until it is achieved. Otherwise, you are denying every member of this community the right to be married; denying them the right to say 'I love you' in front of their community, their friends and their relatives; and denying them the right to enjoy the same as rights as heterosexual couples in this country.

Why is it that we deny one group of people that right? Other countries around the world have recognised it and?do you know what??those societies have not fallen apart, families have not fallen apart?in fact, I reckon you have brighter, happier communities, because you do not have that section of your community being discriminated against, that is being told, 'You are second rate'. You have a place where young people can grow up knowing that they can marry the person they choose to, regardless of their sex. If we are really a fair, tolerant, caring, democratic country, we will allow that to occur, because that is what the community wants. That is what the people who have emailed me, come to my office, spoken to me in the street and spoken to me at rallies want. They want to be able to marry the person they love. What is so wrong with that and why should we be judging them? Why?

An honourable senator: Homophobia.

Senator SIEWERT: Exactly. Is it because they are homophobic? Yes, it is. Get over it?because the broader Australian community has got over it. Allow people to marry who the love?to show that love and commitment to the rest of Australia, to their family and to their friends?and do not make them have to go overseas to do it and then not recognise their marriage when they come back. Treat them equally. All we are asking for is to treat same-sex couples equally. That is why it is called marriage equality.

We will be supporting this bill because it is what Australians want and, in particular, because it is the right thing to do, so that the very important institution of marriage does not discriminate, does not judge, does not show prejudice against one section of our community. I will certainly be supporting this bill. I believe that our older political parties also need to be showing that leadership and supporting this bill.

Workplace safety report hailed | Otago Daily Times Online News ...

The high rate of workplace deaths and injuries in Dunedin, Otago and the rest of the country is "unacceptable" and must be reduced, a former Unions Otago convener says.

Glenda Alexander, now the New Zealand Nurses Organisation associate industrial services manager, yesterday welcomed the release of a hard-hitting consultation document from the Independent Taskforce on Workplace Health and Safety, which aims to cut the national injury and death toll by 25% by 2020.

The consultation report says it is about twice as dangerous to work in New Zealand as it is in Australia and nearly four times as risky as working in Britain.

The overall annual cost to New Zealand of the workplace death and injury toll is $3.5 billion.

The report says about 100 people die of New Zealand workplace accidents every year, 700-1000 die of work-related diseases and more than 6000 have a serious-harm incident in their workplace.

About 190,000 people claim medical costs through being harmed at work, 25,000 are hurt badly enough to be off work for a week and 370 end up with a life-threatening condition.

Task force chairman Rob Jager said it hoped to clarify why the country's workplace health and safety record was so bad, with the help of the public and the business community, who were both invited to make submissions on how the injury toll can be cut.

Ms Alexander said about four to five workers died in Dunedin and Otago each year, and sometimes more, through injuries in the workplace.

Dozens of other people also received serious injuries in Otago.

Those deaths were not only a tragic loss for the workers immediately concerned, but the deaths and injuries also inflicted wider damage on the deceaseds' families, often depriving them of their breadwinner.

"And it impacts on the rest of our community."

Every year on Anzac Day, New Zealanders commemorated those who had died fighting on behalf of the country.

But on International Workers Memorial Day, only a few days later on April 28, a further grim toll was marked, and these deaths and serious injuries arose from accidents in the workforce and were largely preventable, she said.

She had repeatedly spoken out against the workplace toll, and it was "frustrating" that it remained so high.

"What we should be doing is about getting compliance [with health and safety standards] both as employees and as employers."

There was no room for "shortcuts" or a "she'll be right" approach, and the worry was that financial pressures and worker stress arising from the economic downturn could lead to more accidents.

NHL on ice: Lockout all but set with no bargaining

NEW YORK (AP) ? The chance of averting an NHL lockout all but disappeared long before the midnight deadline Saturday, setting up the third major work stoppage of a major sports league in 18 months, following the NFL and NBA.

With less than an hour left, there were no signs either side would signal a desire to resume talks, all but guaranteeing NHL Commissioner Gary Bettman would make good on his vow to shut down the league at midnight EDT.

Splitting a revenue pot of $3.3 billion was the central issue.

A lockout was considered such a foregone conclusion, that an NHL spokesman said the league wouldn't even officially annouce at midnight that it actually was in effect.

"We talked with the union this morning, and in light of the fact that they have nothing new to offer, or any substantive response to our last proposal, there would be nothing gained by convening a bargaining session at this time," NHL Deputy Commissioner Bill Daly said in a statement earlier Saturday. "I'm sure that we will remain in contact in the coming days."

Barring a last-minute development, this will be the league's fourth work stoppage since 1992, and the latest chapter in labor unrest that has vexed American professional sports. The NFL was locked out for much of the offseason in 2011 while the last NBA season was shortened from 82 games to 66 and began on Christmas.

Baseball successfully reached a labor deal and some have suggested that the fact MLB didn't have a work stoppage has to do with the fact that baseball has no salary cap, allowing for more wiggle room in negotiations.

Despite a third straight day of telephone discussions between Daly and players' association special counsel Steve Fehr, the brother of NHLPA executive director Donald Fehr, hopes of face-to-face talks were dashed early Saturday.

"We suggested that the parties meet in advance of the owners' self-imposed deadline of midnight tonight," Steve Fehr said Saturday in an emailed statement to the AP. "Don Fehr, myself and several players on the Negotiating Committee were in the City and prepared to meet. The NHL said that it saw no purpose in having a formal meeting.

"There have been and continue to be private, informal discussions between representatives of both sides."

For nearly a year, Bettman has said he would lock out players when the current CBA expires. It now appears unlikely that training camps will open next week. The regular season is scheduled to begin Oct. 11, but that is also in peril.

"There's a lot of stuff that still needs to be sorted out. Hopefully things will heat up in the next couple of weeks," said forward Milan Lucic, who agreed to a three-year extension with the Boston Bruins on Saturday that will pay him an average of $6 million annually. "There's obviously a little bit of concern, but right now all you can do is stay optimistic and stay positive and hope that a deal will get done."

While the NHL lockout might not wipe out the whole season as the one in 2004-05 did, a sizeable chunk of games could be lost without productive talks soon.

In jeopardy are a couple of key dates on the calendar: the New Year's Day outdoor Winter Classic at 115,000-seat Michigan Stadium between the host Detroit Red Wings and the Toronto Maple Leafs; and the Jan. 27 All-Star game hosted by the Columbus Blue Jackets, one of the league's struggling small-market teams.

The sides traded proposals Wednesday, but neither new offer moved them closer to a deal. The lack of progress then made a lockout almost inevitable.

"I think it's fair to say there was no realistic expectation to avoid lockout as of developments on Wednesday and Thursday," Daly told the AP.

Bettman has insisted that hockey management is determined to come away with economic gains, even if it forces another work stoppage. Damage is certain to occur almost immediately, and there is no telling how jilted fans and sponsors will react to another shutdown, especially if it lasts through the fall and into the winter.

Players are concerned management hasn't addressed the league's financial problems by re-examining the teams' revenue-sharing formula. Having made several big concessions to reach a deal in 2005, the union doesn't think it should have to make more this time after record financial growth.

Once the lockout was imposed in September 2004, the sides didn't get back together until December. That stalemate was finally resolved in July 2005.

Players absorbed a salary-cap system ? the major issue then ? and took an immediate 24 percent rollback of existing contracts in exchange for 57 percent of hockey-related revenues. The NHL now says that figure is too high, and is willing to have another league shutdown to reduce that share to 49 percent to 47 percent.

Its original offer was to cut it to 43 percent, and an updated proposal raised it to 46 before another new offer pushed it a little higher Wednesday, the last time the sides met.

Instead of making a percentage-based offer, the union is seeking a deal that would guarantee players annually at least the $1.8 billion in salaries paid out last season.

Bettman said the league's latest offer would be pulled off the table once the current CBA expired because immediate damage caused by a lockout would force the NHL to reassess what it could then offer.

Without a philosophical difference this time over the salary cap, the sides merely have to figure out a way to divide hockey revenues that grew from $2.1 billion to $3.3 billion under the expiring deal.

On Friday, the Quebec labor relations board rejected a request from the players' association for a temporary injunction against a potential lockout in Quebec. But the board also ruled that more hearings are needed to make a final decision.

Donald Fehr took over as the head of the players' association in 2010 after he led baseball players through three work stoppages in the 1980s and '90s.

NHL players struck in April 1992, causing 30 games to be postponed. This would be the third lockout under Bettman. The 1994-95 lockout ended after 103 days and the cancellation of 468 games.

The most recent lockout was settled after 301 days and a month after the league would have awarded the Stanley Cup. It marked the first time a North American professional sports league lost an entire season because of a labor dispute, and the first time the Stanley Cup wasn't handed out since 1919, when a flu epidemic prevented a champion from being crowned.
